It can only be installed back onto the product it came from or if it is an iOS or Android backup, then that can only go back onto that operating system so back onto another phone or the same phone.

When your phone backs up as covered in that article then that means you need to follow those instructions to restore it. Just because the Google Drive might have a backup does not mean you will be able to download it to a place that is not covered by any of the help articles so for example WhatsApp backups are stored in Google Drive however to restore the backup means utilizing the WhatsApp product and doing it like how the help articles inside of that company's website says to.
